The key is assessing to the ideal state which is what you mentioned. The hard when doing an internal assessment is getting the group you are assessing to understand this is a tool to learn where improvements have been made and where improvements can be added. Too many times the organization being assessed becomes defensive and wants to justify a score. Turning it into unhealthy competition. I prefer the assessment done by someone not in the company at the start. Then as the culture changes to become a learning culture, transition it to an internal assessment. Unfortunately, there isn’t always enough money to do that.
